Maybe it was furniture. Maybe it was flooring. Maybe it was photographs and or pet's that no insurance adjuster will ever put a dollar figure on. Maybe it was the feeling of safety inside the home you worked your entire life to build.

Ottawa residents experienced devastating flooding that damaged homes, property, personal belongings and, for many families, their sense of security. Ottawa Strong: After the Storm was created as a one-time community recovery response to that event.

Today, Mission Control announces the proposed Citizen Recovery Fund, through which H2OBoy Inc. and Bernard Couchman intend to make up to $200 million available from the September 1 professional media production for flood-recovery assistance.

The Fund is designed to supplement—not replace—insurance, municipal, provincial or federal assistance. Its purpose is to help address gaps between existing support and the actual needs of affected residents. This is a concerned citizen response to a city-wide near rear weather event.

CITIZENS FIRST

Every Ottawa resident affected by the July 1 flooding deserves an opportunity to receive help. Priority will be given to residents with documented losses and demonstrated need, supported by incident documentation and appropriate verification. Priority goes to Citizens primary residents.

Following the September 1 production, the proposed recovery process will:

Identify affected residents.

Receive appropriate incident documentation.

Verify claims through applicable authorities.

Assess assistance according to documented circumstances, need and available resources.

Distribute assistance through a designated recovery mechanism.

Maintain records and accountability for funds received and distributed.

The final administration structure, eligibility requirements, verification process and distribution mechanism will be formally established before funds are distributed. Insurance coverage carries limits. Government programs carry eligibility requirements. Bureaucratic timelines carry their own particular cruelty when a family needs help today. The Citizen Recovery Fund fills the space between what existing systems cover and what Ottawa families actually need to rebuild their lives.

The Fund supplements - it does not replace - insurance coverage, municipal programs, provincial assistance, or federal support. Its purpose is to reach the people the existing systems leave behind.

On September 1, Ottawa Strong will combine professional entertainment, community programming, technology, media production and the immersive “Living and Working on the Moon” experience. The event is designed to transform a day of recovery into a shared experience of resilience and hope.
